
In Mexico DGRV offers support through two different projects. One financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and one financed by the Inter-American Development Bank (IDB).
In Mexico, DGRV supports sustainable cooperatives in the states of Oaxaca and Yucatán. The aim is to strengthen disadvantaged population groups – especially smallholder farmers, women and young people – by improving their economic participation and promoting democratic structures.
The country is home to around 18.000 cooperatives, representing 9 million members. Most cooperatives are located in rural areas, and the sector is largely shaped by small-scale entrepreneurship.
DGRV supports cooperatives in developing their internal organization and business models. This includes training and advisory services in areas such as accounting, governance and member participation. Cooperatives are also supported in marketing their products and improving access to markets.
In addition, DGRV advises government institutions and umbrella organizations on cooperative policy and regulation. The goal is to improve the legal and institutional framework for cooperatives and to strengthen the sector through dialogue and cooperation.
Gender equality and youth participation are key cross-cutting issues. Through targeted training and exchange formats, the project contributes to the empowerment of women and young people and supports the achievement of the 2030 Agenda goals.
The principal activities of DGRV’s project in Mexico can be summarized across sectors with the following topics:

CNBV is a subordinate authority of the Ministry of Finance (SHCP) with powers in the areas of licensing, regulation, supervision and sanctions of the various sectors and organizations that integrate the Mexican financial system, as well as natural and legal persons which perform financial activities in the financial system.

Confederation consultation and cooperation body who acts in the design, dissemination and implementation of programs and instruments for the promotion, consolidation, development and supervision of the savings and loan cooperative sector.

FOCOOP is the Deposit Guarantee Fund, which also acts as auxiliary regulator.

Across six countries in Latin America, DGRV implements the project “LAC E-Coop: Piloting Green Finance to Promote Community-based Clean Energy Solutions” (2024–2027), funded by the Inter-American Development Bank (IDB).
The concept: long-standing partners of DGRV—savings and credit cooperatives (SACCOs)—are empowered to finance renewable energy investments. DGRV, as IDB’s selected implementation partner, provides tailored advisory services to ensure green loans are effective and sustainable.
Through this approach, rural communities and smallholder groups gain access to affordable financing for productive uses such as solar-powered irrigation or energy-efficient agricultural processing. DGRV leverages its expertise and strong cooperative network across Latin America to design practical solutions. Advisory services accompany borrowers before and during financing, reducing risks and maximizing impact.
This initiative strengthens cooperative structures, promotes climate resilience, and accelerates the transition to clean energy in rural areas.
In Mexico, the project is implemented through the cooperative ACREIMEX in Oaxaca and coordinated by DGRV Costa Rica. It provides green loans to smallholder groups for solar-powered systems. DGRV offers advisory services on financial education, business planning, and legal guidance. The initiative supports sustainable agriculture and energy access in rural areas.
